Actually after changing the gsettings set org.gnome.desktop.interface can-change-accels true and then* logging out and back in t*hen restarting GnuCash <Alt>F then I (no Alt) then O no (Alt) brings up the OFX import dialogue and most menu entries now have keyboard shortcuts.
