Hi Geert, In case it matters with respect to where you call the upgrade notice code from, I have built 3.1 with the following options.
cmake -DCMAKE_INSTALL_PREFIX=/usr \
-DCMAKE_INSTALL_LIBDIR=/usr/lib \
-DCOMPILE_GSCHEMAS=OFF \
-DWITH_AQBANKING=OFF \
-DWITH_OFX=OFF \
-DWITH_SQL=OFF \
-DWITH_PYTHON=ON
