As I stated previously, the developers want want no entry to reflect the default. In this case, the default preference is to display zero balance accounts. Your alternative requires a value for the default (Display zero balance accounts is checked for the default), whereas the existing setting does not require a value for the default (Display zero balance accounts does not require a value for the default).
You can argue with the decision behind this, but I don't think you'll get very far.
