Because: a) the default behavior in the reports is to display zero balance 
accounts,  and b) the Gnucash developers want omitted preferences to cause the 
default behavior.

Subject: [GNC-dev] Omit zero balance figures Vs Show zero balances

Display options are selected to display something except for Omit zero
balance figures. Why is it any different to Include accounts with zero
total balances ie select to display?
