I’ve added a section http://wiki.gnucash.org/wiki/Documentation_Update_Instructions#Installing_make. I assume you do need the full Xcode to build GnuCash on Mac OS X, but only need the command-line tools to build the documentation. Assuming that you don't already have Xcode installed, try running clang foo.cpp in Terminal. That should pop up a dialog box offering to install them for you.
