It sounds like libchipcard isn't there:

Several versions ago I couldn't get it to build on the mac, I didn't have any 
way to test it, and no one was complaining. So it has never been available to 
the fink versions of aqbanking.  IIRC, I did succeed in building one of the 
recent versions. But still with no way to test it, I didn't pursue it.
