It sounds like libchipcard isn't there: http://www2.aquamaniac.de/sites/download/download.php?package=02&release=25&file=01&dummy=libchipcard-5.0.1test.tar.gz Several versions ago I couldn't get it to build on the mac, I didn't have any way to test it, and no one was complaining. So it has never been available to the fink versions of aqbanking. IIRC, I did succeed in building one of the recent versions. But still with no way to test it, I didn't pursue it.
