So maybe all we need to do is wait a week or so for translators to submit their 
work and 2.4.0 is ready to go.

Yes, I've brought up this issue several times. However, to our relief there 
don't seem to be any crashed bugs left with the CSV importer. (There is one 
single crash report in bugzilla but the example file doesn't crash anymore 
with SVN trunk.) Hence, I think the feature can be left in where it is right 
now and we don't have to do anything about it for now.
