Theoretically, you should wait until the string freeze. Until the string freeze, the .po might change. 2.3.X isn't yet ready for a string freeze. However, if you want to get a start on the 2.3.X translation, start with 2.3.1 (or 2.3.2 which will be released either today or tomorrow).
