3 is good, and should strive to be 2.
although I assume you meant 'rpms/debs/tgz' not 'libs/headers'
Also, 2/3 is good only if we add a note saying 'we know that these
work cause we tested them. but you can proably get newer better ones at
http://rufus.w3.org for rpms or www.debian.org for debs, ... etc.
