1) your windows partition may be mounted noexec
2) there may be funnybusiness with filename spaces or case
   (in)sensitivity -- I've noticed that although vfat shows case, it
   doesn't distinguish it (i.e. "mv Foo foo" is illegal).

In general, I wouldn't recommend building from a vfat partition.  Copy
it to a more unixlike filesystem first.
