It is definitely Alpha quality, and can be found in the gtkhtml module of 
GNOME CVS.  It is currently being developed by one person, and I'm sure
he'd love more help.  It currently seems to do layouts correctly, and handles
images (mostly).  Links don't work yet; scrolling is sometimes flicky, and it
draws a green border around every frame (for debugging purposes.)  However, it
is very clean code, and could prolly be brought up to spec pretty soon if anyone
wanted to play with it at all.
