You should not publish your GNOME translation into launchpad, these will
be automatically imported from GNOME SVN. If you do it you are
effectively forking your own translations as new translations made in
GNOME's SVN won't be taken into account (for the strings translated in
launchpad) (the same goes for KDE).

I advise you to tell your fellow Pashto translators to only use
launchpad for Ubuntu specific packages and additions and to work
upstream for the rest (you could use a wiki page listing the packages
that should be translated in launchpad).

At least that's what the French team does (other teams might do the same
I guess).
