In my interpretation, it probably requires only an notification (it is an accident, even if it was caused by ignorance). Of course, we always hope this is going to happen early in the cycle rather than late (as we are now), and the idea is that we will have less of these than "regular" freeze break requests, so they will affect us less. But, in perspective, we might want to create "i18n evaluation team" which will evaluate all proposed and existing modules for their i18n compliance.
