See if the command update-usb-ids is on that laptop and if it is, why not 
run it?  It'll get the latest industry information on usb devices onto the 
computer and then that genius web cam may suddenly start working.  For 
visually impaired people who live alone especially as they get older 
sooner or later they run into medical problems.  If an interested person 
can look in on them through a web cam, one or more lives may be saved.
