I will move user_email into glpi_tickets_users. I think 
use_email_notifications should stay in the glpi_tickets table.

Later I will add a feature so that anyone that is in the TO or CC field 
of an email that opens a ticket will be added as requesters. After a 
ticket is created, only people like techs and admins will be able to add 
requesters to the ticket.
