Thank you for the reply. 

I will try your workaround: Perhaps disable postfix, and then delete 
messages from the postfix queue before re-enabling postfix. 

I understand the email notification is important security feature. I am now 
just doing test for setting up gitlab server and so don't want to notify 
user. When I am ready to setup the production server, I will have user 
receive this email.
