Hi,

I am using gitlab-ce-8.11.5-ce.0.el6.x86_64. 

Now I am using curl API as root user to add ssh key for all my 100 users. 
During my test of one user "Stacey", I found out that the user will receive 
an email notification:

I don't want all my users to receive such email notification. Any way to 
turn it off? Even temporarily turning of the whole email notification for 
root user is OK....

I took a look at this doc:

but it says: this feature was introduced 
<https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/5632> in GitLab 
8.12.
