At work, we have a group, that includes user "jenkins" as a Master.

Jenkins is able to create a project within the group. (Accessing the gitlab API)
But Jenkins is not able to "GET" the project. I get the response "404 Project 
Not Found"

Here it says "Get a specific project [...] which is owned by the authenticated 
user."

So that seems to explain it. Jenkins doesn't own the project that Jenkins 
created. Is this behavior by design?
