GitLab's wiki is also based on Gollum, but the page access that you mention appears to be specific to Gollum DTG.
GitLab's wiki pages are readable by everyone who has read access to the project. This is controlled by whether the project is public, internal or private. And the members of the project. A members role in the project determines whether they have write permission to the wiki.
