SOLVED .. it seems the error is actually 400 Bad Request... and the 'limit_reached ' has nothing to do with it .... the correct request should be gitlab.create_project( repo_name, namespace_id: group_id, group_id: group_id, public: is_public) not using the user_id parameter ...
