## Which issue does this PR close? Part of #1819 ## Rationale for this change Part of #1819 ## What changes are included in this PR? Implement hour as ScalarUDFImpl (hour.rs) Spotted as a good first issue and wanted to help Ive looked both at #1825 and commented code on Abs. but still learning the project structure and might probably have missed something.
