Closes None.
# Rationale for this change
Two main reasons for this change
- default configuration values improve usability when schedule/executor is
configured programatically (e.g from python code)
- `configure_me` dependency used has not been released since Jan 2021, so
this would be first step if we decide to replace it with new maintained
dependency
# What changes are included in this PR?
- Default method for executor configuration and minor cleanup
- Cleanup of scheduler configuration
