Looking into supporting this path via substrait. There's no defined way to
specify exactly once execution in Substrait today. Discussing tomorrow in
Substrait community sync. IMO it's a missing correctness feature in Substrait.
```sql
WITH cte AS (
select random()
)
SELECT * from cte UNION select * from CTE
```
There's no way to specify if this should return duplicate rows or not.

consumer to read multiple relations at all.
