MSSQL: Clarify Synapse final-column trailing-comma support
Should MsSqlDialect have a narrowly scoped capability for a final comma
after a complete CREATE TABLE column definition?
Synthetic reproducer:
```sql
CREATE TABLE #example (
id INT,
label VARCHAR(32),
);
```
The default MSSQL parser rejects this. The proposed scope is Azure Synapse
serverless SQL pool temporary tables, not every SQL Server variant.
I have not independently executed this reproducer against that service. The
documented CREATE TABLE grammar does not clearly establish this allowance, so I
am requesting scope confirmation before proposing a default dialect change.

If supported, the capability should apply only after a complete final column
definition, without enabling global trailing commas, malformed/doubled commas,
or trailing function arguments. Existing explicit ParserOptions behavior should
remain unchanged.

concerns a narrow default capability and engine scope.
