### Describe the bug
I had to do a clean system rebuild this morning (thanks WSL) and after
rebuilding my system rust_fmt.sh was failing with errors:

error: cannot load config
caused by: ConfigInvalid => cannot parse config file licenserc.toml,
source: TOML parse error at line 26, column 1

unknown field `excludes`, expected one of `header`, `files`, `props`, `git`,
`styles`, `rules`
```
It seems the latest version of hawkeye (7.0.0) changed it's config file
format and the one in datafusion is no longer compatible. See
https://github.com/fast/hawkeye/blob/v7.0.0/MIGRATE.md for details
The temporary workaround is to force hawkeye to version 6.5.1 via `cargo
install hawkeye --version 6.5.1 --locked`
### To Reproduce
upgrade hawkeye to the latest version, run ./dev/rust_lint.sh.
### Expected behavior
rust lint script completes successfully on a fresh checkout of main.
