esipa_rest_utils: use correct ASN.1 type for notificationsList
In SGP.32 V.1.0.1, the type for notificationsList is
SGP32-RetrieveNotificationsListResponse. With SGP.32 V.1.2, the
type is changed to PendingNotificationList
