Having done some research on this topic myself, I would advise to look into
the role of the EU, who for some maritime pollution issues speaks and
negotiates on behalf of all EU member states and can then be seen as one
actor if you want. There is a limited set of papers that studies EU's role
on the issue of the double hull or air pollution/fuel (incl climate change
more recently). Authors are myself (2013 in GEP and 2015 in Ocean and
coastal management), Veronica Frank, Carpenter among others.
