Hi All, I have a student who wants to research MARPOL. The paper requires that she studies the role of a single actor in the regime and we're both having trouble finding a decent number of sources that even talk about actors specifically. Any suggestions from the marine folks out there. Happy to compile responses and send back to the list later.
