Tough to say how things will play out. I for one think the relationship will depend on how the community around geotoolkit grows. It could be that a somewhat different community than the current one will form, or it could be that the current geotools community overwhelmingly flocks to geotoolkit. Time will tell.
As for OSGEO, again tough to say. I am not sure if OSGEO has ever faced this situation before. Hopefully someone from the OSGEO board or someone more familiar with the inner workings can comment here. I am also unsure if geotoolkit has any interest in pursuing status as an OSGEO project. As for geotools 3, again tough to say. There are a lot of things on the table to discuss. The relationship/dependence to/on geotoolkit is one one of them. The relationship to geoapi is another, etc... I guess these are things that the PMC will have to weigh, discuss and vote on when the time comes. Which leads into something I have been meaning to bring up: Many of the current (who knows if that will change in the coming weeks) PMC will be attending FOSS4G this year. Regardless of who is on the PMC at this time, many module maintainers will be there. I for one would like to see us sit down and hash out a plan for geotools 3.0. I mean an actual set of items that we can put in a proposal for the community.
