After further testing we realized the issue was happening because the openlayers application was requesting EPSG:3857. The native projection is EPSG:4326. I've tried switching the declared projection of each layer to EPSG:3857 but there are still performance issues when fully zoomed. I've working on converting the native projection of the source files to EPSG:3857.

Issue: We have a group layer that consists of 4 raster mosaic images and 1 image pyramid stacked on top of each other. They have varying levels of quality with each having styling so they only show at certain levels of zoom. The issue we are having is with the outer most layer. When using openlayers and serving tiles with WMTS any higher than zoom level 4 (~1:50,000+) we begin to have very long load times of 5+ minutes. Initially the group layer's tilematrix min and max col/til did not cover the outer most layer. This was verified by viewing the individual layer's tilematrix. We rebuilt the group layer and the new tile matrix matched the outer layer. We have been experimenting with multiple approaches and really only see this issue when using WMTS and the layer is in a group layer. When the outer layer is served by itself we don't see any issue reaching maximum zoom using both WMS and WMTS. When using WMS with the group layer we have no issue reaching maximum zoom. When the outer layer is the only layer within the group layer and we are using WMTS we are still seeing the issue. I've also tried removing the styling and using the default raster styling and there was no affect. I was curious if this was a bug or if we were missing something?
