Todd, please check the GeoServer logs for any relevant error messages.
We are especially looking for exception stack traces that suggest that
the initialisation of a GeoServer component has failed. Especially
especially classes with Security in their name.
What plugins are you using?
What Java version are you using? Only Java 8 is supported for this
GeoServer version.
What is you servlet container (Tomcat? Jetty?) and version? What
platform? Linux or Windows? Linux distribution and version? Anything
unusual about your platform?
