I have tried textSymbolizer's VendorOptions, they could only have an effect on
labels, which refer to the textSymbolizers themselves but icons.
Are there any more advices?

Yes, you're right. I wasn't really bothered about that, but I guess that's
something that could be fixed with the TextSymbolizer's VendorOptions (e.g
spaceAround)
The issue is the overlapped icons could show just one icon but all icons.
Another question about your example which is not related with the issue is it's
a shp with both PolygonSymbolizer and Point Symbolizer?
Could You please clarify what You mean by this?
