I had the same issue some time ago and ended up using TextSymbolizers
instead at smaller scales and PointSymbolizers only at larger scales. You
can check for an example over at
https://github.com/e-gov/kem-gsavalik/blob/master/src/workspaces/keskkonnainfo/styles/ka.ristipuu.default.sld#L108.
That's using external graphics but the idea works with any symbol
'flavour'. A preview of that style is available at
https://gsavalik.envir.ee/geoserver/keskkonnainfo/ows?service=WMS&version=1.1.0&request=GetMap&layers=keskkonnainfo:ristipuud&styles=&bbox=338209,6233220,838446,6733457&width=600&height=300&srs=EPSG:3301&format=application/openlayers

As an alternative you could also have a look at PointStacker maybe?

The points use a graphic as the point symbolizer, when they are located
very close together, the icons overlap.
I want them to show without icons overlapped, when there are several points
around, just one icon with the label shows.
I have tried to make the graphic icon as the background graphic, then the
icons can be moved along with the label. But the icon is overlapped by the
label.
Are there other methods to solve the problem?
