Indeed GeoServer does not ship in one flavour, and jetty is just one of the alternatives users can choose. Adding my 2 cents to what Andrea already wrote I think that in the trade off of spare time versus upgrading GeoServer installer including jetty costs are higher than returns. Most of the times you have to deploy web application, i.e. GeoServer, on an application server someone else choose for you.
