I have experienced this probelm many times in below situations.
1. If you have removed many of the already configured layers.
2. If you change configuration of workspace/stores (like renaming names
of the already configured and working layers)
If I remove and restart the geoserver, this type of problems were solved. I
have seen your post but not answered because the method followed by me may
not be correct for all.
I have reported this problem and got an answer like the data store folder is
unable to write the changes in configuration files. I hope that this was
solved in GS 2.1.0 as i didn't get that error anymore even after removing
more than 150 layers recently.
