Well, I just upgraded to plasma 6.5.3.  I've been logged in for several
minutes and so far, the CPU is at loads that are normal.  I did have one
process that was taking up a lot of CPU time but I think it was because
I had told Smplayer to load up some 900 videos into a playlist.  ROFL 
It took it a minute to do that and then the CPU went back to normal. 

It would seem that what I ran into was a bug.  Whatever it was, it
appears to be fixed.  Time will tell tho.
