I can absolutely promise you that you will do no such thing. The
software will not compile successfully without qtspeech installed.

You are, of course, welcome to fork / modify the C++ codebase to make it
not use qtspeech -- or make it accept an option to disable such -- and
even propose that patch to the KDE project. If KDE accepts it, Gentoo
could then add a USE flag for it...
