There is a tendency to simplify KDE packages by hardcoding dependencies, to 
lighten the load on devs.  Their focus is on binary distros.  I was searching 
for something similar on a different USE/dependency, I can't recall the KDE/
Plasma package right now.  I discovered upstream had included a dependency to 
make their life easier.  I don't think there's a solution to this, short of 
reverse engineering upstream choices.  Unless a gentoo dev picks this up due 
to their personal preferences, it's left up to individuals to improvise.
