There's a similar/related issue in any content window with a
horizontal scrollbar. Any horizontal mouse movement in that window
will scroll the window all the way to the right.

That is definitely the issue.

I grabbed a 140 ebuild file from the GitHub mirror, put that in a
local repository and then masked >=141.

After downgrading to 140, everything works fine.
