I don't see how (even in theory) steps 2 and 3 can work when you have
packages installed that won't build with 3.12.  I appear to have more
than a few packages that won't build with 3.12 (some projects delcare
that they don't support 3.12. Some don't declare that they don't
support 3.12, the builds just fail when 3.12 is selected).
