In the system as a whole, that's always been my setting.
The 'date' command give : 'Sat 28 Dec 2019 09:44:07 PM EST' correctly.

In KDE, System Settings -> Regional Settings -> Date+Time -> Time Zone
shows 'UTC' ; if I change it to 'Toronto', then 'Apply', there's no change :
the digital clock in the panel continues to show '16:44:07 EST' ;
anyway, the Time Zone display tells me I can't save the configuration.
When I look at the 'Date + Time' display itself,
the analog clock shows the correct time, as does the legend below.

In  ~/.config/plasma-org.kde.plasma.desktop-appletsrc , it says :

  [Containments][16][Applets][21][Configuration][Appearance]
  dateFormat=isoDate
  lastSelectedTimezone=America/Toronto
  selectedTimeZones=America/Toronto
  showDate=true
  showSeconds=true
  use24hFormat=2

This is what I would expect to see.

Why can't I save the configuration above ?  Perhaps that's the problem.
