Don't mask anything, just make sure that systemd (both virtual/ and sys-apps/) is not on package.keywords. Then uninstall virtual/udev, downgrade systemd (just "emerge sys-apps/systemd") and then emerge again virtual/udev. The correct version should be emerged. Nothing in the tree (AFAICS) depends on >=virtual/udev-206, so it shoud be fine.
