Hi,since nobody posted any technical objections, I am going to push the proposed patch on Saturday to address the current issue and allow any professional Gentoo user relying on usermod/configuration management tool to move on.
If someone will spend time on further improvements like implementing the idea outlined by Robin or what Michael said about /etc/users.d and user-update tool, this is highly appreciated but will probably not happen anytime soon.
