The problem is that download requires a Browser with JavaScript support, because it requires JavaScript to set a cookie, and that cookie activates the download working. Which means if your installer is for instance, Curses based, you're pretty much out-of-luck. "Please open browser at this point, but we don't have a working desktop environment yet to do this" is a bit of a hard problem. "You need 2 computers to install this" is also a bit of a problem. So installing Java would have to be done /after/ the install.
