Could you elaborate on what you mean by this? When I read it, it sounds like you're saying people will copy ebuilds/packages from the core/reviewed repositories into their own, just to have them to satisfy deps or whatever.. If that's what you mean, then I think many of the comments mentioned earlier still apply. I forsee that we'd end up with the type of mess that binary distros (used to?) have, where the third-party repos contain various copies of potentially out-of-date and out-of-sync core packages to satisfy the unique packages they actually want to provide.
