For these two I've been guilty; but, that shouldn't actually matter in case of my edits as I always try to combine them with another useful change. I agree with you that sole edits just to change that aren't really useful. I'm not sure about others, I think it would help if some of these bug mails where quoted; such that it is a bit more clear. But if it is combined with other useful edits it helps to make the summaries more consistent in general, a lot of new mail that gets assigned to maintainers comes through the bug wranglers so if there's one place we can fight for consistency then it is there.
