"Two wrongs don't make a right." implies that you can not imagine any exception to the (whose?) rule for how many packages are the minimum allowed in a category. It suggests a lack of fingerspitzgefühl needed to detect when a particular rule is actually wrong, which I think is the case here, if x11-base and the other above categories are all wrong.
