These are neither of the above.

I also don't understand masking packages because the firmware is in
linux-firmware. Is this an official policy? Sometimes firmware
packages are slotted, and it's also easier to install a package than
list and update a changing set of firmware files in
/etc/portage/savedconfig/sys-kernel/linux-firmware (referring to
ar9271, rt2860, rt2870, i2400m).

On the other hand, firmware is often very stable, so why mask a
package just because it has no maintainer? Who wins by having atmel,
or zd1201/zd1211 masked? There are no open bugs, so what's the point?
