Exactly. Right now, with no USE flag, and no differentiation, maintainers are kind of just stepping on each others toes. There's simply no protocol for dealing with the increasingly aggressive upstream systemdification. With a global USE flags, maintainers can then think about things in terms of "okay, the systemd world likes it this way; the rest of the world likes it this way... therefore: use systemd && kitten_killer".
