I'm not sure if there is dracut-specific issues that would relate to this, but the genkernel initramfs (as long as it didn't include any kernel modules) used to work fine when used against a newer-built kernel--note though that this was probably not 'supported' behaviour. So I expect this to be the case with dracut as well.
